Where does all that money for "travel", "administrative", "board commitments", "publicity" and "meetings" actually go? The Texas Bar's budget apparently doesn't disclose that, does it? Slush funds? For whom?

confidentially awards monetary prizes to whomever uncovers fraud, waste & abuse underway
(or previously committed) at (or by) the Texas Bar? For example, where does the Texas Bar's
